Examples of School District Cell Phone Policies
Colorado Springs School District 11 Cell Phone Policy
The Colorado Springs School District 11 Board of Education implemented a new student cell phone policy in August 2024 to improve the learning environment and foster better student relationships. Cell phones must remain in backpacks for elementary students throughout the day. Middle and high school students are required to secure their phones in Yondr pouches during the school day, although limited use is allowed during lunch breaks (Colorado Springs Gazette, 2024).
Fairfax County Public Schools (VA):
In Fairfax County, cell phones must be turned off and stored in backpacks at the elementary level. For middle and high school students, devices can only be used during lunch or between classes, but not during instructional time. This districtwide policy aims to minimize distractions and support learning outcomes. Parents are provided with guidance on discussing this policy with their children (Fairfax County Public Schools, n.d.).
Roanoke City Public Schools (VA):
Roanoke's policy states that students in grades PK-8 must keep cell phones and wearable devices "off and away for the day." Devices must remain out of sight and turned off throughout the school day. High school students are required to keep their devices off during instructional time but may use them during lunch or class transitions. This approach seeks to reduce distractions while maintaining opportunities for responsible use (Roanoke City Public Schools, n.d.).
Spokane Public Schools requires students to power off and store their cell phones during school hours to minimize classroom disruptions. Exceptions are granted for educational purposes or when explicitly allowed by teachers. Parents and students are encouraged to communicate through the school office during instructional time to prevent interruptions (Spokane Public Schools, n.d.).
Virginia Beach City Public Schools (VA):
Virginia Beach’s policy mandates that cell phones be turned off, kept out of sight, and silent during instructional hours unless authorized for educational purposes by staff. Phones must be stored in lockers or backpacks, with any emergency communication facilitated through the school’s main office (Virginia Beach City Public Schools, n.d.).
